To answer your question, according to accepted western science, It is NOT true. With that said, Animals particularly mammals and birds are definitely more in tune with nature than we humans are. Furthermore some species have the ability to migrate based on geo magnetics and weather. My common sense tells me it is much more likely for animals in tune with the earths magnetic flows or even just more in tune with nature in general, have a much higher chance of showing signs of anxiety before quakes.

As Jim Berkland said in the posted youtube in this article… before the 1989 quake in California lost pet adds went from 15 to 45, beached whales, large swells, and even lost homing pigeons were the basis for his correct prediction of a major earthquake only days before it happened.
